Vegetable production,\u00a0Central Phytosanitary Service, propagating materials, seeds, pesticides, fertilizers and biotechnologies of the\u00a0Ministry for Agricultural, Food and Forestry Policies.<\/p><h3>What is Integrated Pesticide Management?<\/h3><p>\u201cThe EC Directive No. 128 of 21 October 2009, which establishes a framework for community action for the sustainable use of plant protection products, defines integrated pest management as \u201cthe careful consideration of all available phytosanitary protection methods and the consequent integration of all appropriate measures, aimed at discouraging the development of populations of harmful organisms and which keep the use of plant protection products and other forms of intervention at levels that are economically and ecologically justified, reducing or minimizing the risks for human health and the environment.\"<\/p><p>The integrated phytosanitary defense of agricultural crops is, therefore, a production technique with low environmental impact which has the aim of obtaining agricultural vegetable productions that are acceptable from an economic point of view, carried out in such a way as to reduce the risks for human health and for the environment In other words, integrated pest management is a strategy that makes it possible to limit the damage caused by plant parasites using all the methods and techniques available in respect of the environment and human health.<\/p><p>I principi basilari della difesa integrata sono i seguenti:<\/p><ul><li>L\u2019applicazione di tecniche di prevenzione e monitoraggio delle infestazioni, delle infezioni e delle infestanti;<\/li><li>L\u2019utilizzo dei mezzi biologici di controllo dei parassiti;<\/li><li>Il ricorso a pratiche di coltivazione appropriate;<\/li><li>La lotta agli insetti dannosi tramite la confusione sessuale (uso di diffusori di feromoni);<\/li><li>La previsione del verificarsi delle condizioni utili allo sviluppo dei parassiti, in modo da irrorare con fitofarmaci specifici solo in caso di effettivo pericolo di infezione e non ad intervalli fissi a scopo preventivo;<\/li><li>L\u2019uso di variet\u00e0 colturali maggiormente resistenti;<\/li><li>L\u2019uso della rotazione colturale;<\/li><li>L\u2019uso di prodotti fitosanitari che presentino il minor rischio per la salute umana e l\u2019ambiente tra quelli disponibili per lo stesso scopo, ottimizzandone la distribuzione, riducendo, quindi, la quantit\u00e0 di prodotto fitosanitario utilizzato.<\/li><\/ul><p>In other words, integrated pest management (IPM) provides that crops must be defended through the application of principles that allow for the use of plant protection products only after having exhausted all other possible non-chemical solutions\".<\/p><p>\u00a0<\/p><div class=\"clearfix\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-63273 size-full ea-media-unrolled ea-media-formatted img-responsive\" src=\"https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/piramide-IPM.png\" sizes=\"(max-width: 550px) 100vw, 550px\" srcset=\"https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/piramide-IPM.png 550w, https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/piramide-IPM-300x189.png 300w\" alt=\"\" width=\"550\" height=\"346\" data-attachment-id=\"63273\" \/><\/div><p>\u00a0<\/p><h3>How successful has the adoption of IPM practices been in Italy?<\/h3><p>\u201cIn Italy, the interest in production methods that imply a more responsible use of plant protection products with respect for both consumers and the environment dates back to 1987, the year in which the then Ministry of Agriculture and Forests approved the \u201cNational Plan of integrated phytopathological control\u201d.<\/p><p>Subsequently, the initiatives carried out in the various Regions made it possible to achieve significant reductions in the use of plant protection products and to rationalize crop defense strategies through the application of specific \"Integrated production regulations\" which were significantly increased, starting from the second half of the 90s. A strong impetus to the diffusion of this method of cultivation also derives from the demands of the market, increasingly oriented towards guaranteeing high safety standards, and from the need to preserve agro-ecosystems.<\/p><p>There are currently two main low-impact production methods in Italy. In addition to organic farming regulated at European level, Law 4 of 2011 established the National Quality System of Integrated Production (SQNPI), which is also subject to certification.<\/p><p>Si tratta di un sistema di produzione volontario che pu\u00f2 essere finanziato nell\u2019ambito dello sviluppo rurale con i fondi della PAC. La produzione si realizza attraverso il rispetto di disciplinari di produzione regionali che fanno riferimento a linee guida nazionali, aggiornate annualmente.<\/p><p>The specifications are made up of a defense part and a part concerning agronomic techniques.<\/p><p>To date, around 700,000 hectares of agricultural land are cultivated in Italy, which largely concerns fruit and vegetable crops which most need to be defended with the use of plant protection products. Of these 700,000 hectares, approximately 290,000 hectares and 17,000 companies adhere to the National Quality System of Integrated Production.<\/p><p>\u00a0<\/p><div class=\"clearfix\"><img decoding=\"async\" class=\"aligncenter wp-image-63275 size-full ea-media-unrolled ea-media-formatted img-responsive\" src=\"https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/Screenshot-2023-02-27-alle-16.37.10.png\" sizes=\"(max-width: 1114px) 100vw, 1114px\" srcset=\"https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/Screenshot-2023-02-27-alle-16.37.10.png 1114w, https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/Screenshot-2023-02-27-alle-16.37.10-300x289.png 300w, https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/Screenshot-2023-02-27-alle-16.37.10-1024x985.png 1024w, https:\/\/euractiv.it\/wp-content\/uploads\/sites\/11\/2023\/02\/Screenshot-2023-02-27-alle-16.37.10-768x739.png 768w\" alt=\"\" width=\"1114\" height=\"1072\" data-attachment-id=\"63275\" \/><\/div><p>\u00a0<\/p><h3>What specific measures are in place to encourage the adoption of IPM in Italy?<\/h3><p>\u201cIn Italia, il decreto legislativo n.150\/2012 che recepisce la Direttiva n.128\/2009 e il conseguente Piano d\u2019Azione Nazionale sull\u2019uso sostenibile dei prodotti fitosanitari (PAN) prevedono che a decorrere dal 1\u00b0 gennaio 2014 gli utilizzatori professionali di prodotti fitosanitari applicano i principi della difesa integrata delle colture.<\/p><p>Therefore, the use of all techniques for the prevention and monitoring of cultivated plant parasites, the use of biological means for their control, the use of appropriate cultivation practices and the use of phytosanitary products which have the least risk to human health, among those available on the market, as provided for by Annex III of the aforementioned legislative decree.<\/p><p>Per conseguire tale obiettivo, lo stesso PAN prevede che tutti gi utilizzatori professionali, per poter acquistare e utilizzare i prodotti fitosanitari siano adeguatamente formati sui temi dell\u2019uso sostenibile dei prodotti fitosanitari. La formazione viene certificata attraverso il rilascio di attestati di abilitazione. La formazione \u00e8 prevista, obbligatoriamente, anche per i distributori di prodotti fitosanitari e per i consulenti.<\/p><p>The figure of the consultant, innovative for our system in application of Directive 128 of 2009, is essential for the implementation of the legislation on the sustainable use of plant protection products.<\/p><p>The Common Agricultural Policy (CAP) and in particular the financial instruments managed by the Regions in the context of Rural Development, supports business consultancy and the application by farms of agro-environmental-climate measures aimed at integrated crop protection.<\/p><p>In particular, the NAP requires the Regions to ensure a monitoring network on the development of the main adversities and the application of forecasting and warning systems in order to guarantee users of plant protection products the availability of plant protection bulletins which, based on the results of elaborations of forecasting models and monitoring networks, provide information on the application of integrated defense\u201d.<\/p><h3>What percentage of pesticide reduction should Italy achieve and how is integrated pest management a priority in this objective?<\/h3><p>\u201cAt European level, with the adoption of the Farm to Fork Strategy, it is expected that the use of plant protection products will be reduced by 50% by 2030. This reduction target, to which individual Member States will have to contribute to varying degrees, is still pending discussion in the context of the procedures aimed at approving the proposal for a regulation for the sustainable use of plant protection products that the Commission published on 22 June 2022, replacing Directive 2009\/128\/EC.<\/p><p>In the current debate there are several critical positions with respect to the reduction objective which would appear too ambitious, both due to the close deadline of 2030 and due to the possible consequences on the production level of European agriculture which would compromise food security in the presence of a geopolitical scenario profoundly changed with the war in Ukraine.<\/p><p>In this regard, it is believed that the application of the principles of integrated pest management is essential for achieving the objectives of reducing and rationalizing the use of plant protection products. In the period 2003-2020, Italy reduced the use of plant protection products by 35%, precisely thanks to the application of the principles of integrated pest management which form the basis of integrated production\".<\/p><h3>What obstacles stand in the way of a wider dissemination of IPM practices in Italy?<\/h3><p>\u201cItaly is one of the European countries with a wider diffusion of fruit and vegetable crops that most need to be defended, also through the use of plant protection products. This peculiarity differentiates our agricultural system from that of most other European countries.<\/p><p>Our country is among the first in Europe for the percentage of agricultural area managed with the organic farming method (about 19% against a European average of 8.5%). In addition, the production method of integrated production is practiced on over 5% of the agricultural area and mainly concerns fruit and vegetable crops.<\/p><p>In order for the system to further evolve with reference to the sustainability of the use of plant protection products, it is necessary for the institutions to make further commitments, including financial ones, to make available to farms adequate information and alternative defense tools to the plant protection products currently available on the market. Decision support systems must be increasingly precise and made available to all agricultural operators, as well as training, information and business consultancy.<\/p><p>In this sense, the Strategic Plan of the CAP (PSP) has planned to finance specific interventions aimed at supporting companies in achieving a higher level of environmental sustainability such as, for example, the measures included in the knowledge system - AKIS (Agricultural Knowledge and Innovation System).<\/p><p>Equally important are all those interventions of an agro-environmental nature, including support for the diffusion of organic farming and certified integrated production (SQNPI).
